At Queen's Wharf, Newcastle. The closer one, closed to the public, looks like it's for observing the harbour. The more distant one is where I took <a href="http://www.flickr.com/photos/75905404@N00/231727432/">this panorama</a> from. From that picture, you can see that the far side of the nearer tower has a vertical red strip, used to guide ships in and out of the harbour (by linining it up with another red strip on another tower).
